Freeport Street from IH-10 to Uvalde Road

Scientech as Prime to Harris County for the Freeport Street. This project entailed engineering design of total reconstruction of approximately 1.5 miles of Freeport Street, from a two-lane open ditch roadway to a 5-lane concrete curb and gutter boulevard with a continuous left turn lane as well as widening of an existing half mile of a two lane curb and gutter section to a three lane curb and gutter section with a continuous left turn lane through a subdivision.

The project included an underground storm sewer system, sidewalks, driveways, and utility relocations and/or upgrades. The hydraulics and hydrology for this project proved to be quite challenging. The project was influenced by P102-00-00 to the east and P103-00-00 to the west.  An elaborate SWMM model was developed with multiple outfalls and we analyzed the complex sheet flow patterns in order to establish an

existing flow at each of the outfalls.  The proposed condition model evaluated the improved roadway section and the hydraulic impacts associated with the improved roadway and provided for detention alternatives to mitigate the improved hydraulic conveyance and determine the best cost effective alternative.
